"Free W. B. Chalmers, Specl. Comm." 1878 (8 Mar.) William Buchanan Chalmers was appointed Special Commissioner by the Governor of the Colony on five occasions., He was a man of unusual education and duty for his times, he played a vital role in Eastern Frontier affairs. He likely signed this letter for Lieut. F. Smith who was writing to his father in Petersfield, Hampshire, England, cover backstamped FORT BEAUFORT MR 8 1878 double arc c.d.s. and Petersfield receiver of 20 April 1878. Despite Mr Chalmers efforts in this case the letter was taxed and bears "6d" in circle handstamp, Rare., ex. Dillaway.
